Controlled exchange of confidential compliance documents
Supporting a material or product assessment can require information that you would not share widely. The Trusted Document Environment (TDE) provides a controlled route for exchanging confidential technical documentation within Fit4DW.
Trusted Documents remain under the control of the Information Owner and may only be accessed by Authorised Parties. Fit4DW provides the infrastructure for that exchange; it does not access, review, assess or validate the document contents.
Share what an assessment needs. Keep access deliberate
For a raw material supplier, the useful starting point is not how much of a formulation to disclose. It is which information an assessment needs and how that information should be shared. Some information can follow the Verified Information route; highly confidential technical documentation requires the controlled Trusted Document route.
The TDE supports that confidential exchange without treating involvement in an assessment as permission to read the files. A manufacturer may need an assessment to be supported without receiving the underlying confidential documentation. You stay in control of your confidential information. You can authorise another party to upload information on your behalf, while you decide who may access it.
Part of Fit4DW, with a different document route
The Verified Information Environment enables organisations to manage and share compliance information as Verified Information. Documents undergo Fit4DW’s limited Publication Review before publication. That review determines suitability for publication, not technical correctness, compliance or certification status.
Highly confidential technical documentation follows the Trusted Document route, with access restricted to Authorised Parties. Fit4DW does not perform a Publication Review on Trusted Documents and does not access, review, assess or validate their contents.
Support assessments involving your materials without making confidential technical documentation broadly available to customers. As Information Owner, your organisation retains ownership and determines whether and under which conditions its information may be shared through Fit4DW.
For component and product manufacturers
Work with your assessment party to identify the evidence relevant to your application. The TDE supports controlled exchange where access has been authorised; involvement in an assessment does not in itself give a manufacturer access to confidential supplier documents.
For laboratories and conformity assessment bodies
Exchange relevant confidential documentation within the applicable access rights and governance rules. Fit4DW supports the information route, while the responsible assessment party retains its own technical and assessment responsibilities.
Two stages, with separate permissions
1. Making documentation available
The Information Owner can authorise another party, such as a certification body, to upload a Trusted Document on its behalf. This does not transfer control over the document or permission to grant access. Fit4DW provides the exchange infrastructure and does not access or inspect the contents.
2. Access for an assessment
Only the Information Owner can decide whether a Trusted Document may be shared with another party and grant that access. Recipients must also meet the applicable confidentiality and assessment requirements. A relationship with the supplier, an assessment request or platform registration does not by itself provide access.
3. Availability is not access
A document being held in the TDE does not mean it is open to other Fit4DW users. The ability to see that documentation exists, where provided, is separate from permission to read its confidential contents.
Clear responsibilities, without replacing assessment
Access control and confidentiality
The Information Owner decides whether a Trusted Document may be shared, with whom, and grants access. Authorising another party to upload the document does not transfer that control. Authorised recipients must respect the applicable confidentiality and intellectual property obligations. Using the TDE does not transfer ownership to Fit4DW or automatically replace an NDA or other confidentiality requirements.
Responsibility for the issued document
The organisation that issued the document is responsible for its quality, validity and integrity. Uploading a document on another organisation’s behalf does not, by itself, make the uploading party its issuer. Fit4DW does not access or validate the document contents.
Evidence still needs to be assessed
Fit4DW is not a certification body and does not issue certificates. A document’s presence in the TDE is not a certification decision or confirmation that a material is suitable for every application. The responsible assessment party decides whether existing evidence is relevant and sufficient, and whether further testing is needed.
Formulation Reviews: a specific application
Where a Trusted Document contains the results and conclusions of a Formulation Review, the requirements for that review and its use must be considered separately from the general TDE access principles. The TDE provides the exchange environment; it does not itself establish the status or acceptance of the review. Discuss the applicable route with Fit4DW and the responsible assessment body.

Please do not include confidential formulations or technical documents in your enquiry.
Only Authorised Parties granted access by the Information Owner may access Trusted Documents. The Information Owner alone decides whether a document may be shared and with whom. Authorising another party to upload a document does not authorise that party to grant access. Registration alone does not provide access, and specific documents or assessment processes may have additional requirements.
Does using the TDE replace assessment or further testing?
No. Fit4DW is not a certification body and does not issue certificates. The responsible assessment party decides whether existing evidence is relevant and sufficient for the intended application. Further testing or additional documentation may still be required.
How do Formulation Reviews relate to the TDE?
A document containing the results and conclusions of a Formulation Review is a specific application of the TDE, not the definition of the whole environment. Requirements for the review, its issuer and its use must be considered separately. The TDE does not itself establish whether a review is acceptable for an assessment.
